Wildflower has been working closely with government agencies for over 30 years, and we’ve witnessed firsthand the challenges posed by inefficient procurement processes. Just in Time (JIT) is a management philosophy that originated in Japan, primarily applied in manufacturing industries. It aims to increase efficiency and reduce waste by receiving goods only as they are needed in the production process, thereby reducing inventory costs. This philosophy can be applied more broadly to procurement and delivery processes, leading to two related but distinct concepts: Just in Time Procurement and Just in Time Delivery.
In the realm of government procurement, long lead times from requirements development to contract award have been a perennial issue. Recognizing this pressing need for change, our organization embarked on a journey to revolutionize procurement and delivery.
While the concept of “just-in-time delivery” is not new, our team recognized the need for a similar paradigm shift in the realm of government purchasing. This realization led us to develop the concept of “just-in-time purchasing” as a means to streamline procurement processes and drive broader value for government agencies.
JIT procurement and JIT delivery are like hand and glove. We can’t provide JIT delivery to our customers unless we are purchasing well and thoughtfully. And while JIT Delivery offers numerous benefits, such as reduced inventory costs, improved efficiency, and enhanced responsiveness to customer demand, it also comes with increased risk if not orchestrated nearly perfectly. Supply chain disruptions such as natural disasters, transportation delays, or supplier failures can quickly ripple through the production process, leading to costly delays and disruptions. Additionally, lack of buffer stock leaves little room for error: If demand suddenly spikes or there’s a production issue, there may not be enough inventory on hand to meet customer needs. On the other hand, The risk of pulling in too much inventory for our customers is over-fulfillment, obsolescence and diminished warranty times. JIT Delivery also creates a heightened risk of stockouts and higher transportation costs due to smaller, more frequent shipments of goods. Poor procurement processes are often passed onto the consumer as higher prices.
Just in Time Procurement focuses on the purchasing process. It involves ordering products for our customers that we thoughtfully forecast. We do it in such a way that considers our suppliers lead-times and other logistical issues. We procure them when they are needed, not earlier or later. This requires a deep understanding of the production schedules and a very tight coordination with suppliers. The main goals are to minimize inventory costs, reduce storage space requirements, and potentially lower the cost of goods by avoiding bulk buying and the associated risks of stock depreciation or obsolescence.
Our approach emphasizes the importance of streamlining the procurement process to align with the dynamic demands of modern governance. Instead of merely reacting to immediate needs, just-in-time purchasing entails anticipating requirements and strategically acquiring resources precisely when they’re needed. This proactive stance not only minimizes delays but also enhances overall operational agility. By leveraging our expertise in procurement and logistics, we’ve been able to optimize our supply chain, ensuring seamless coordination from acquisition to delivery.
What sets just-in-time purchasing apart is its holistic approach towards procurement. Just in Time Purchasing enables Just in Time Delivery. The two concepts are inextricably interconnected, with JIT Procurement being a critical component which enables JIT Delivery. It ensures products are delivered to the end customer precisely at the time needed, not earlier or later. This reduces their storage and holding costs and aligns with our lean purchasing process. JIT Delivery is critical in the IT business as a product’s value diminishes over time. It keeps values high and risks low.
If materials are not procured in a timely manner, it challenges our credibility as a reliable JIT supplier. Both strategies aim to achieve high efficiency and customer satisfaction by reducing waste and unnecessary costs. However, they require significant investment in technology, forecasting, relationships, and process optimization to work effectively as well as an immense amount of contingency planning.
